the weather center. >> it's going to be hot. let's look outside. this is courtesy of chopper 5. we have haze but look at all that sunshine expected today. temperatures yet again expected to reach record highs. so more record heat expected. santa rosa's record date, 103. 98 in san rafael, 97 in san jose, 92 in san francisco. we could see a new record in san rafael and san jose. yesterday san francisco hit 93 which was a new record high. i wouldn't rule it out today. also something else, the heat is not playing favorites. down in southern california, los angeles hit the hottest temperature ever since 1988, yesterday at 113 degrees. so how long is it going to remain this hot? there is cooler weather in the forecast. i'll let you know when, that's

coming up. >> thank you. the san bruno pipeline explosion is taking center stage on capitol hill and anne makovec shows us what to expect from the hearing. >> reporter: the hearing is just getting under way in washington, d.c. the goal, assessing what happened before and after the explosion in san bruno. the hope is that it will lead to stronger safety practices for natural gas pipeline and here's live look at that hearing. it is about to start in washington, d.c. it's a meeting of the surface transportation and marchant marine infrastructure safety and security subcommittee. you can see people are about to start taking their seats. barbara boxer there on the left-hand side of your screen. we are expecting to hear from senators boxer and feinstein. the president of pg&e christopher johns, as well as the mayor of san bruno, the california public utilities commission and the ntsb, which is in charge of the investigation into what happened in san bruno. last week, feinstein and boxer introduced a bill to double

the number of term pipeline inspectors, increase the penalties for pipeline safety violations and require automatic electronic shutoff valves wherever possible. it would also require pipeline operators to contact all property owners within 2,000 feet of a natural gas transmission line informing them of the line. another factor, now under investigation an equipment failure the day of the blast at pg&e's terminal in milpitas, which is at the end of the line that blew. a piece of equipment called an uninterruptible power supply system, or u.p.s., reportedly failed that day. it's designed to make sure electricity is constant during blackouts and now the feds are looking into whether that failure affect pg&e's ability to regulate the pipeline's pressure. this is the piece of pipeline shot into the air during the explosion. it's now also in washington, d.c. being examined with an electron microscope. ntsb investigators are looking

for wear on the metal and corrosion on the inside and outside of the pipe. that pipeline was more than 50 years old. another factor sure to be discussed today, pix track record. it apparently has six times more leaks than other large utilities. pg&e says it's because the company's testing standards are more regular russ than others. we'll monitor that throughout the newscast and let you know what develops. >> thank you. a young oakland girl is recovering in the hospital this afternoon after she was shot in her home. 6-year-old leslie ramirez was sleeping in her bedroom when someone opened fire on her house off seminary avenue. family members say that she was hit in the upper arm and then the bullet then lodged in her chest. there appear to be about 20 budget holes in the house in the windows there. authorities believe there were multiple gunmen and that the shooting was gang-related. >> we were all sleeping and i

heard like a lot of gunshots and then i woke up and i heard my mom crying and screaming and she had my little sister. >> police say that the little girl's injuries are not life- threatening. another shooting was reported along the same street a month ago. so far no arrest have been made in the case. nine people are homeless after an overnight house fire in the east bay. it broke out about 11:30 last night on madison avenue in bay point. when firefighters got there, the house was fully engulfed. cars in the driveway were also on fire. a witness whose grandmother lived in the home describes those flames. >> they're big. pretty sure that's what hell looks like. and it's heart stopping just to see the way the flames came out the front doors to the window seeing the suv on fire. >> everyone was able to get out

of the house before firefighters got there. medics transported three people to the hospital. their conditions still unknown. the top candidates for governor square off for the first time tonight at uc-davis. this is the first of three scheduled debates between democrat jerry brown and republican meg whitman. he has a long political track record. former two-term governor, mayor of oakland, current attorney general. meg whitman is a political newcomer. cbs 5 political analyst james taylor says that could work both ways for her. >> jerry brown is a given known factor for californians. she has to over come that -- she has to convey to them that she is someone that's on their side, that she is in every way committed to the advancement and improvement of the state of california as jerry brown. >> taylor says brown could focus on his political experience, but he has to count on people being impressed with that track record. that debate begins at 6:00 this

evening. meantime approval ratings for state lawmakers are at an all-time low. the latest field poll shows only 10% of registered voters approve of how the legislature is doing its job. 80% disapprove. that is the lowest approval rating since the poll started in 1983. governor schwarzenegger has briefly delayed the execution of a convicted killer. but there could be even more delays. albert greenwood brown is now scheduled to be put to death thursday night at 9:00. he was convicted of raping and killing a 15-year-old girl from riverside in 1980. the governor wants time for options to be considered. last week a district court judge said brown could choose between a one-drug lethal injection or three-drug cocktail. but late yesterday the ninth circuit court of appeals ruled the decision placed undue burden on mr. brown so the court has the option of holding a new hearing. but the execution is scheduled

for thursday night. parents who have lost their teenaged kids in car crashes are banding together today. tougher rules they want for teen drivers including changing the age at which they can get a license. the president's right-hand man about to leave the west wing. the other job that he would like more. carly fiorina laid off 30,000 workers. when you're talking about massive layoffs, which we did... perhaps the work needs to be done somewhere else. told. this is carlos b boulevard close to cal state campus. an apartment building that's caught fire in hayward. we'll bring you more details as they develop. car crashes, the number one cause of death among american teenagers. in 2007 alone, nearly 3200 young drivers were killed in accidents. the victims' families are calling on congress to take action. kendis gibson shows us the new law that would give teenagers a restricted license. >> reporter: jamie died on the way home from a high school football game. her best friend was behind the wheel. >> they hit like a ditch i am bankment outside the road causing the vehicle they were riding in to flip five times. >> reporter: her father jim is in washington today hoping to help other families avoid the same tragedy. he is urging congress to pass new legislation that will require all states to toughen up the licensing rules for young drivers. under the "standup act," drivers would have to be 16 to

get a permit and 18 for a full license. teens would have to be supervised while driving at night until they are 18. cell phone use would be strictly prohibited while behind the wheel. and teen drivers would be allowed only one friend in the car under 21. drivers aged 16 to 19 are four times more likely to die in crashes than those more experienced. advocates of the new law say granting young drivers restricted licenses will save thousands of lives. jim believes if this law had been in place eight years ago, his daughter would still be alive. >> i think the driver that car that she was with was distracted, there were so many kids in the car, their cell phones were all over the ground. >> reporter: if the law passes, states will have three years to comply with the new rules or face losing highway construction money. kendis gibson, cbs news, los angeles. now, the bill has been

introduced in both the house and the senate. right now it's stuck in committees waiting for votes. it appears there is about to be a big shake-up at the white house. president obama's chief of staff may make an announcement as early as friday that he is leaving his job. rahm emanuel has reportedly told colleagues he is all but certain he is going to run for mayor of chicago. that job has been held by richard daley for more than two years. but earlier this month daley announced he won't run again. peter rush is widely expected to fill the role of chief of staff on an interim basis. this year, your tax forms won't innocent mail. the irs has decide -- won't be in the mail. the irs has decided to stop using the postal service because so many file online. the move will save about $10 million a year. people can still get paper forms on the irs website or at local libraries or post offices. all right. on a hot day like this a lot of people trying to cool off with

see, i turn my back, you fire up the after burners. it's hot! >> i know. it is hot. it was really warm last night, too. a lot of people had difficulty sleeping especially here in the bay area where many of us do not have air-conditioning, myself included. chopper 5 over hayward today. i don't see any clouds. i just see a whole lot of sunshine out there. more triple-digit highs are expected across the bay area today. more record-breaking temperatures and again an exceptionally warm day. hot inland with temperatures up to 104 degrees. it's a "spare the air" day. around the bay from 85 to 92. and for the coastline, that's where you need to go. temperatures up to 75 with

mostly sunny conditions. for tonight, clear skies expected inland as well as around the bay with just a few clouds expected for the coastline and some areas of fog and temperatures there from 50 to 55 degrees but overnight some locations only bottoming out in the mid-60s. so what's going on? big strong high pressure system giving us nice dry offshore winds, warming us up, giving us record-breaking heat. that was to start the workweek and again today, more records possible. 98 in san jose. that could be a new record. 102 in los gatos. 100 in campbell and cupertino. mid-90s from mountain view to palo alto. and just along the coastline, those 70s look good, don't they? 75 daly city, 74 pacifica. east bay locations where the heat is. 102 antioch, 103 danville. today expected to be warmer than yesterday in livermore with 104. and the closer you get to the
